The Environmental Protection Agency (EPA) is seeking qualified applicants for a scientist who will play a key leadership role in assessing evidence related to the health or environmental effects of air pollution, specifically in the area of atmospheric sciences or human exposure to ambient air pollutants.  The position is in the Environmental Media Assessment Group (EMAG), National Center for Environmental Assessment (NCEA) in Research Triangle Park., NC (http://cfpub.epa.gov/ncea/) that is within EPA’s Office of Research and Development (ORD).  NCEA plays a vital role in EPA’s work to protect against air pollution effects on public health and the environment by assessing and evaluating the scientific information about air pollutants.  A major product of this work is the Integrated Science Assessments that are prepared for the six common “criteria” pollutants: ozone, particulate matter, nitrogen dioxide, sulfur dioxide, carbon monoxide and lead.  These assessments are a key component in EPA’s review of air quality standards for those pollutants and also serve as a resource for other air pollution work in the EPA and internationally. 
 
The employee will play a key leadership role in assessing the evidence related to human exposure to ambient air pollutants, including personal and microenvironmental monitoring and exposure modeling; or in assessing the evidence related to physical and chemical aspects of air pollutants, including sources and emissions, measurement methods, atmospheric chemistry, fate and transport, and analysis of ambient data for criteria air pollutants. The scientist will provide scientific expertise to assist EPA’s air pollution program office on risk assessments and other program needs related to human exposure and ambient air quality.  The employee will also serve as an expert consultant to the Director of NCEA and other EPA offices, as well as other organizations both nationally and internationally.

NESCAUM (Northeast States for Coordinated Air Use Management) is seeking a full-time analyst to join our Science and Technology Team. This position will entail supporting regional air quality modeling and other analytical and policy-related work. NESCAUM is a nonprofit association of the state air pollution control agencies in the six New England states, New Jersey and New York. NESCAUM provides technical and policy assistance to its members on air pollution, climate, and energy issues of regional concern in the Northeast and represents the states in regional, national and international forums. NESCAUM’s activities are governed by a Board of Directors composed of the lead air quality officials in the eight member states. NESCAUM has a staff of approximately twenty-five professionals.

NESCAUM is involved in a wide range of regional air quality modeling, data analysis and technology assessment activities to support state programs relating to fine particulate matter, regional haze, acid deposition, mercury, ozone, and global climate change. Candidates should be familiar with the operation and use of chemical transport models and with state and U.S. Environmental Protection Agency emission inventory products and tools such as the SMOKE emissions processing model. The candidate will be responsible for a range of modeling tasks including: (1) formatting and processing emissions inventories for chemical transport models; (2) developing appropriate linkages between emissions projections (often derived from planning models such as IPM or MARKAL) and chemical transport models; (3) evaluating and interpreting model results; and (4) communicating the policy relevance of model results to our member states and other stakeholders.
Candidates should have a strong interest in air quality and chemistry, proficiency with various types of programming, and an advanced degree in atmospheric sciences, air quality, or a related field. Candidates must have strong oral and written communication skills and be comfortable working both independently and as part of a team. Familiarity with ArcView GIS is a plus.

Run model pre-processors and construct model input files, execute models, and analyze results. Prepare written modeling protocols and reports, including graphics needed to present information in a logical manner. Other responsibilities include collection, reduction, and validation of ambient air quality and meteorological data. Prepare written monitoring plans and reports, and maintain all quality assurance documentation for ambient monitoring projects.
